Is Omagh a village near Milton or simply a collection of buildings?


Omagh is located at the intersection of Fourth Line and Britannia Road. The Town of Milton designates it as a historic village, though this label faced criticism during a council meeting on November 4.

Michael Luzar, an owner of several properties in the Omagh area, spoke at the meeting after a presentation on the Britannia Secondary Plan. Luzar argued that the town’s planning for the area is progressing too slowly and questioned the accuracy of calling Omagh a village.

“It’s only ever been Omagh—it’s never been a settlement or a village. It was a stop on the way to Milton, a commercial hub with taverns and blacksmiths. It was the downtown core before you reached the downtown core,” Luzar explained.

In response, Sameera Ali, Ward 4 Regional Councillor, remarked, “It sounds like a village to me.”

Historical maps refer to the area simply as Omagh, yet the Town’s Official Plan describes it as a rural "village.” The plan’s history section states, “The township contains good agricultural land providing a base for what became a vibrant agricultural community including a number of rural villages which are still evident such as Auburn, Boyne, Omagh, and Drumquin.”

According to Milton staff, the Historical Atlas of the County of Halton describes Omagh as “a small village on the 4th Line about five miles from Milton, containing about 100 inhabitants. It possesses three churches—Methodist, Church of England, and Disciples—a two-story drilled shed, and a Temperance Hall.”

However, the term "village" remains undefined in the Official Plan.
